Selling flower plants on carts prohibited

Due to the poor public transport system in goa, it is extremely expensive for a person to travel from one place to another if he or she does not have their own vehicle. The minimum fare for a rickshaw is Rs 40 even for small distances of less than 1 km. As a result, most people prefer to purchase plants, especially flower plants from handcarts , as the plant sellers roam around the different parts of goa, especially panaji.
However due to unknown reasons the agriculture department has prohibited the sale of these flower plants using handcarts, just like they are making it compulsory for poders selling pavs or bread to indicate the bakery from which they are getting the bread.
This will create a problem for the flower plant sellers as well as many buyers who purchase these plants, as there are few local retailers selling plants. While there are many shops selling fish, pet supplies, florists, there are relatively few shops selling flower and other plants. The horticulture department was selling flowers,not many want flowers, it should have been selling flower and other plants.
